My capital bird.
Seeing Tairi off --
So cold in Saga
well then fly down to Kyôto
my capital bird.
Translation: 白ç‹
[Yosa Buson #715.]
saga samushi / iza mazu kudare / miyako-dori.
"Saga (so) cold / well to-start-with descend (imp.) / capital-bird."
[Kyôto - imperial capital until 1869. W.S. Merwin mixed up Edo (=Tôkyô),
where the Shôguñ had his headquarters, with Kyôto >>
". . . you'd better fly off to Edo . . ."]
NB: Saga > N.W. Kyûshû (unless there's another Saga elsewhere),
and Kyôto > N.E. of West Hoñshû,
and Tôkyô > East of Central Hoñshû.
